If that was the case, the anniversary stream would not be delayed at all!
Why would you bother to announce the delay of something 4 days before it's supposed to happen if the talents were already found to be innocent? Just let it proceed as planned, and bury the Omega news for later!

If they needed more time to investigate, I'd imagine they'd wait until the very last minute before announcing something like this.

If they terminate them soon, the anniversary can't happen for another month or two, and it will be TINGED with the loss of their Top 2 members. They're a fledgeling branch, and they might just collapse in on themselves if that happens.
But they also can't hold the anniversay first, let the audience buy the merch and celebration superchats for their Top 2 talents, and THEN terminate them. It will cause a CATASTROPHIC loss in trust.
They also can't NOT Terminate them for months on end, because both of them are AWARE that they are under investigation (due to loss of their account), and if the issue is more serious than simple money laundering (e.g. harassment/preferential treatment), other involved talents might take exception to it as well.
And if it's an NDA breach or company policy breach, the Japanese side of management would NOT let them stay for 2 more months just to salvage the ego of some EN manager.
Unlike JP management during the Rushia yab, I think HoloEN management is being MUCH MORE shady with their PR, trying to make their audience think everything is fine while internally there's sheer panic happening. It explains the absolute lack of ANY information regarding this whole incident.
At least in Rushia's case they made it clear that there WERE leaks and that they were investigating something, but they obviously can't do that in this case after straight up stopping two of their talents' activities without the audience making speculations and losing one of the original manager/producer of the project.
In the end, this could just be because Cover management are incompetent and were fine with delaying the entirety of every Tempus talents' plans JUST to make sure that things were clear with Magni and Vesper...
But the longer no information about this comes out, the stronger this theory becomes.
Even with just the information that we have right now, I think we can safely conclude that both Vesper and Magni are donezo.
