cover isn't just pumping out gens without caring if they sink or swim, they consider each new talent an investment which is why they get a salary and why they've had comparatively fewer graduations than other corpos and will likely not be speeding up the debuting of new gens for a while until they:
>increase their support structure for talents>retire older talents to free up resourcescurrently cover seems perfectly happy to keep talents that some would deem 'underperforming' and the talents themselves must be content with conditions as they continue to stick around
