i think it was for safety reason, unlike the hypnotist or other famous people who have their reputations on the line, the bandai employes are all replaceable. it only needed one malicious employee to dox pekora, and unlike Cover's own employees, hard to held accountable. making it all female will decrease the chance of that, making sisters seethe is a bonus.
