The sound itself sure, there are no pirate chants or anything, but Marine Shukkou talks about "you may become a pirate to fight to protect something you love". That's not really what a pirate does, now, is it? If using the word pirate is enough for a song to be pirate-themed, then I don't see how Unison's scenario of a boat going down and having to decide who survives is.
If pirates in Shukkou are expected to fight for those they love, to swear to take back this today that has forsaken even justice itself, the pirates in Unison are expected to all vote for themselves to see who survives.
The meaning of the lyrics aren't pirate-related at all, that much is true, but the aesthetics are. Which, again, isn't at all different from Shukkou.
