Talents are not employed by a agency, but rather are self-employed and contract an agency or agent (often called manager in the entertainment world) to handle certain tasks for them.
So as long as both companies see no conflict in interest there isn't much against that.
Idol agencies are a bit different though. There it's often more akin to a false employment situation, where legally the talents aren't employees (thus have no employee rights and protections) but practically are.

But who knows what will happen.

Yeah sounds like she signed some kind of non compete clause that prevents her from streaming on YouTube for a set period of time when she exited from Hololive. That's also why they have to do their own taxes for example, if they were properly employed the company could do it for them.

Cover streams in youtube, twitch and NND so they have no reason to limit themselves to one site assuming they wanted to fuck someone over, the only factor is that they're a vtubing company.
