Apart from simply ignoring the viability of the Holotori group ("so what if it ends up being 8 members that could never fit on stage together?") it might be some clueless intern who barely knows the group exists. Lui and Mumei were designed without considering Holotori at all.
If there's a bird, the social pressure on Kiara to include her will be way too big, even if she could technically decline.
That said I don't think the new girl is a bird.
