The problem is that it was a terrible hiring strategy that selected negatively. The only people who had huge numbers that'd want to join a mid-sized branch were people who had either dead subs, or non-monetization friendly content and needed the brand injection.
This means that most people who qualify grew through irregular means. In the worst case scenario, this means drama, leeching or exploitation which makes for volatile hires. Less negatively, this still means a lot of content creators who're passed their prime because they make stuff for an older audience that's moved on or can't be used corporately like react content or culturally relevant video uploads.
Nijisanji's management shot itself in the foot because it got cocky and abandoned what let it compete early on which was picking up entrenched vtubers like Pomu who basically hit their indie ceiling.
