From what both coco and Kanata have said, cover has become a lot more process oriented.
Chain of approvals for every holo involved in each show, verification/validation of the content, multiple managers who all need to agree on something while working from home (japanese business hate online meetings are would almost always prefer to be in a meeting room because no one ever says what's on their mind and reading the room is key)
So it just becomes a painful process for everyone involved and timelines are impossible to manage.
And so every manager will just recommend them to continue doing what they are doing, follow the formula, don't take risks, what we are doing now is good enough, etc..
It's not malice, it's a mix of being overprotective and incompetent and ridiculous japanese business culture.
