They did india, indonesia, korea and china before doing EN, EN refers to a language of course not specifically america or europe and most of the world is at least ESL but most of EN vtubers for Holo and Niji end being american.
NijiEN followed HoloEN so obviously they started with the american market in mind first because it's bigger, more unified, has less languages, less timezones and is more profitable.
So they just followed Cover along there. Neither has done an EU branch yet. "EU" has way too many languages, the only unifying language that would work for their timezones would be english, so what they need is specifically an EN branch aimed at the euro timezone.
It just hasn't happened yet.
