If you're going merch heavy like Cover is, then stream overlaps etc. doesn't matter, people will be drawn to their oshi and buy the merch, and if you're above 1k viewers most of your stuff will sell out.
If you're going for only stream/VOD monetization then relay streams are good - like Sankisei did, keeping your starting time 1hr apart. This will need agreement from all parties involved though, it's probably extremely had to schedule if there's 15 people. This model also works with the merch model (which is why Hololive is so powerful).
Eventually with enough people, it'd be like cable TV. Open youtube and you'll ALWAYS find a Holo streaming, either EN, ID or JP.
We're pretty close, if the next gen is EU favored (if EU even has a market..) then it'll be 24x7 streams.
Doing this for each language individually is probably far more difficult, and it's best NOT to do that with their current BOX model since it would cause audiences to split off based on language and have less intermixing.
