If you ask me, GFE can be split into two halves: giving and taking. Giving encompasses what people usually describe as GFE: declaring her love towards the viewers and calling herself the viewer's girlfriend, going on virtual dates, roleplaying sessions, ASMR, commisioning risque fanart for the fans, sometimes mixed with R18 content like masturbating for the audience, JOI content, etc.
On the other hand, there is also an element of taking, where the streamer treats their audience as a surrogate significant other, accepts their love and trusts them like one would trust their real life partner. Activities include the streamer describing their day, sometimes venting, wanting to be cheered up, being backseated and accepting advice regarding a problem, and doing the same for the audience when someone needs consoling or advice (aka "KIARA MY DOG DIED LET'S GOOOOOOOOOOOOO!"). In more extreme cases things like findom also belong here.
Back to Kiara: she's not that consistent on giving since she doesn't do many of the content as something scheduled, but sometimes, in the middle of a stream where she feels comfortable with it and it comes naturally up, she does give out fanservice and it's pretty good, but casual viewers very rarely see that, it's more of a reward to the long time fans. What she's good at is creating an atmosphere where the chat as a collective can feel like the surrogate boyfriend and spend time together for hours, chitchatting about whatever comes to mind and making it feel like you're sitting on the couch with your girlfriend, watching her play a game on the TV and enjoying each other's company.
If you combine the two aspects, she probably falls behind everyone but Mumei in the OP (I'd give her a 3/10 in giving and a 9/10 in taking), plus others that were not mentioned, but since I don't care for the giving aspect that much anyways, she's close to perfect for me.
