There is also the risk of mismatch. You aren't asking somebody to play a role in an anime or a game. You're asking them to roleplay the persona of a character regularly for years to come. If they don't match the character then their work will be lukewarm. It doesn't have to do with acting skill, but the ability to relate to and adopt a persona.
Lastly, artists work with commissions all the time. They're asked for certain designs and they follow through. I'm not sure why it would be better to let them just do whatever. The best solution would be to have a general theme for a generation and then negotiate with the talents how they want to approach it and which artists to commission. Finally, it seems at the very least the FuwaMoco must have been a specific commission for twins. You're right that we don't know what Cover actually does but if they really do reject all input then it probably leads to worse performances.
