It's not just about not breaking character. It's about incorporating your lore into your everyday life.
Most vtubers who are brought up when talking about perfect kayfabe almost never really do kayfabe. They just don't "break" it because they never talk about it or do so very rarely.

Yeah, they are the real thing, it actually requires some talent not just determination. Noone complains about Miko, Peko or Kobo being fake, unlike the doggos. It's not the kayfabe that "filters" people it's the fakeness anyone with enough social skills can feel.

Luna saying she is a "sexy adult" is actually part of the baby kayfabe, since little children want to be taken seriously and seen as an adult when they obviously aren't. You shouldn't take it on its face.
It's like how Ina insistently claims that she is Human as part of her kayfabe. Her character is blatantly is NOT human but pretending she is one anyone is part of the Cthulu Mythos inspired character, where non-humans often try to pass themselves off as human.
