Twitter verification if a convoluted mess unless you're part of the mainstream media or a well known brand, small brands have to jump through hoops and e-celebrities rarely stand a chance unless they have some kind of media contact to help ease the process along. The whole process is obfuscated almost as if to market the checkmark so the people who have it feel they have status over the unwashed masses.
Meanwhile, verification is one of the few things youtube gets right (though they did try to fuck it up a year or so back). It's not supposed to be complicated as the whole point is just to show you are who you say you are. There's a reason people mock twitter check marks.
