In Nene's stream where she talked about this she discussed all of the things that Culture Entertainment Group were already involved in, I think she remarked that they already own and operate the largest book store in Japan and the figure merch they produce for existing anime/manga IP's were solid quality so it's not like this is some weird back-alley yakuza operation or something.
All of that probably won't translate directly into immediate growth for the girls since it's a EN audience but if CEG sees this as a vector to leverage their resources into the international market (they might already have that I don't know what they're involved in I'm speculating based on ignorance and am happy to be corrected) it definitely means they will be looking to provide kawaii with what it needs to compete in the EN vtubing space more efficiently.
Holo and Niji have proven there's a big market ready for jap companies to grow their brand in the west and kawaii has 2+ years of operating experience in that market and has with things like the idol project demonstrated a willingness and ability to dynamically execute different strategies to grow and cut out a niche for themselves in a highly competitive sphere.
CEG has no reason outside of gross incompetance to do anything other than help Kawaii be more of what it already is. Only the future can tell us how everything will shake out but I am optimistic
