It was kinda like a pet project from anycolor, where people that wanted to join NijiJP had to first join VTA, it was basically a channel where applicants streamed with low quality png models, and if they were popular they would graduate and join NijiJP in any incoming wave, if they weren't the would be stuck on a limbo of appearing once in a blue moon on the VTA channel but no be able to leave or apply to other companies.
The project got canned recently because the people that got stuck on a legal and contractual limbo, decide to leak shit from the management, other VTA streamers and graduated VTA streamers.
Kotoka and Meloco, basically skipped and avoided VTA, by applying and joining NijiEN, both of them are native japanese, Kotoka is fine because she actually can speak at a fluent level, but Meloco would make any SEA ESL look like a native speaker.
