There is a great difference between expressing specific okays and "generally okay with everyone okays". The difference is how much of a fuck you give, so when Kiara set her raid perms it was more of a "I'm lazy to manually set it, I dislike the idea but not enough to put an effort to exclude them".
It's like having a cockroach in your bathroom, you want to kill it but you are too lazy to do it so you just let it roam there.
