There is no youtube blocklist for raids (check
https://support.google.com/youtube/answer/10359590?hl=en-GB , there's only allow raids from everyone or allow raids from my channel subs or specific channels, but no DON'T allow raids from these blocked channels).
Kiara has her raids simply open to anyone (and didn't for example manually add Tempus to a whitelist or anything), so there is zero logical connection between "she got a raid from him" and "they talk". Kiara gets lots of raids from other smaller channels she definetly doesn't talk to.
