That means that whatever the streamer is picking up will be what decides what the chat atmosphere.
Pekora's chat will have 100 comments saying "かわいい" when she's showing something to the audience, but she will pick the one comment that says something clever in order to build bantz.
If Pomu keeps addressing the negative comments, chat atmosphere turns negative, which just breeds more negative comments.
She will need to pick up the one positive comment or clever comment and then bantz with it, chat atmosphere will naturally follow.
If there's comments that are just shitting on her, she will need to learn how to ignore them.
Pekora also had to learn this lesson the hard way, she used to get a lot more comments that were plain shitting on her "stupid rabbit/kuso usagi" etc. etc. thanks to her bully character PL and she had to learn to either play along in a comedic way to defuse the sting, or just ignore it outright.
In the end, whatever Pomu pays attention to is what her chat will become.
