The damp section causes the tire to reflect more light, accentuating the natural curve of the tire, and because the groove of the tire is right at the edge of that natural light it looks like it stops abruptly, creating a bit of an illusion of an exaggerated curve. Then at the bottom is the slight pooling where the eccess water has flown slowly.
In conclusion: moment ago the tire was against lightly wet ground for an extended time, leading to relatively heavy condensation, but not extremly wet, which is consistent with that small pooling.
