Most companies have managers that have a clue, but Cover for some reason seems to have hired random cunts off the street. It's annoying as fuck because it wastes the talents time because it means THEY need to go out of their way to try strike deals with developers. (yes, they do this, they've mentioned it before)
They SEEM to be getting better since they had their ass slapped in the permissions debacle, but that shouldn't have been the reason for it to happen.
