Hard to say how she'd do it, but it would probably involve music. Maybe whenever someone is listening to a song she produced, she can see it on her phone and use their abilities as long as they continue. Something like that. This is a low requirement for stealing an ability, but disabling it is also 100% in the victim's control and she'll be just as surprised as her opponent in a fight, so it's pretty dangerous.
