During her Holotalk she revealed that she's in a position similar to "project director" and handles all the logistics for Holo's big projects (and most likely concerts as well).
It's high up there, and I'm pretty sure she would've had at least some influence on how the company was run.

A-chan made it possible for Suisei to be transferred to Hololive. She has the influence. I think she's already too high to even be bothered by middle management to let her know about Coco's graduation. Her projects all involve music related endeavors and event planning like Bloom, the radio project and holo fes. She's not part of the team managing the talents whatsoever. If Coco had problems, she would have gone to her own manager, not A-chan.

I find it highly improbable that she found out at the last minute considering a large number, if not all, of the 40+ Holomems including Sora knew about it 3 months before hand. I feel like A-chan is the vtuber PR face of Cover and Hololive and this is just a damage control bit she's spinning.

In any company, there is a scope of influence that you can have based on your position, as far talent management, I think it will be a breach to even share shit to A-chan and bypass your manager or your manager's manager. I think A-chan was talking about projects being done correctly. Like 3D concerts and whatnot since she is the person that handles them and sometimes spearheads them.

Hololive isn't really a normal "company" though. Streaming is a lot more intimate, and every "employee" they have are a lot more valuable to them compared to a multinational MNC hiring and firing low level wagies at will.
And A-chan mentioned that she's pretty much that she's pretty much the resident tard-wrangler when it comes to the girls' problems, so I feel like she would've had a lot of power to assist Coco if she had issues with management.

It could also be that Coco was afraid that A-chan would actually be able to talk her out of it perhaps. Once people decide on something, they tend to stick with it.
