Not necessarily in the sense that they completely forgot how to use proper English (which could also be partially true), but rather that they have learned how to speak ESL since that is what local Japanese westaboos understand instead of proper English.
For anyone with immigrant Asian parents: even if the kids have perfect textbook English in school, when talking to ESL parents, they will significantly dumb down the vocabulary/use intentionally incorrect grammar that will make things understandable to parents. If you think about it, it's basically the Asian equivalent of ebonics, but no one really ever talks about it. Ironically it's not even due to a lack of education, there are VERY well educated and well off Asian adults (like doctor/engineer types) who have been in the US for 20-30 years, but can't string together a proper sentence with proper grammar and need to be talked down to at an elementary school level to get the English across.
