Gura's problem with content started 2 months ago and she has dropped hints as to the reason. Basically I don't think anyone at hololive expected Gura to be the one to blow up from the hololiveen girls. in fact I think Kiarra was the one they had pegged for the breakout star. Kiarra is a trained idol of sorts. The only one of the Hololiveen girls who's completely fluent in 3+ languages, she's a solid singer, and they had music ready for her from the start.
Gura, while popular stateside was basically a US internet meme queen prior to hololive. She's not a trained idol, she's not a trained entertainer, unlike Mori she's never had a career in entertainment. She doesn't speak any foreign languages (though you can tell she took French in school, she's definitely not conversant in it, and her japanese is at the /a/ level of Japanese literacy, which is basically none except for phrases learned from watching anime).
This causes a problem for HoloLiveEN, it's HARD for Gura to do a collab as she doesn't speak japanese any better then the JP girls speak english (which is mostly not at all, with a few exceptions which greatly limits collab potential).
Finally you have the clues Gura's been leaving about what's going on behind scenes. She's been training to get into shape and learning to dance so that she can dance with a 3d model. Furthermore they've been working on unique music for her for over 2 months. I suspect her lack of Idol training is what HoloLive is trying to overcome right now, yes she has a good singing voice, but it's for OLD songs, her skill with current/pop songs is poor (also, singing while dancing is HARD), I've seen no evidence she can write music, so while Mori can write her own songs, and Kiarra is an idol i think they invested heavily in and probably started writing music for her months before her debut, Gura's meteoric rise is working against her right now. The lack of idol training, the lack of professional voice/singing training, the lack of dancing training all are raising their ugly heads right now and hololive is trying to fix those issues and letting her momentum carry her for a while before they polish her up and release a finished product.
