Domestic disputes, bullying, and stalking are too difficult for the beurocrats to process. The police will immediately engage in victim blaming and shaming to encourage people to not press charges. This includes stalking, rape, ripoff scams and even some forms of assault. "What will the neighbors say when they hear about this?" a cop will ask the abuse victim in mock concern. "It is probably best to just be quiet about this and move on". Even without the police, Japanese culture punishes victims and they are under pressure to not disrupt social harmony.
There is a very good documentary on this if you are interested, it highlights how police there handle bullying, suicide and even a murder within the sumo wrestling organization and how the police are a part of the cover up. If an unimportant person is murdered (they use homeless people and Korean illegal immigrants as examples) the police will quickly declare it a heart attack and then cremate the body within 24 hours to prevent the victims family from calling for an autopsy. To Japanese politicians and high ranking police it is better to leave the murder unsolved and declare it a natural death because if they call it a murder it will make the community feel unsafe.
