Certainly not in the last 50 years, when it had already been more associated with the poor and incompetent. The negative health benefits were already widely understood in the 90s and smokers have nobody else to blame for things going the way they have. They should just feel lucky that it hasn't been outright banned only because it's a significant revenue stream for many governments. Even so, you get dirty looks because smokers don't keep it to themselves, and have always wanted to share it with unconsenting bystanders. That's enough to ensure it will only get worse for smokers, through nobody else's fault but their own.
Harmful addictions are fine when you can mostly keep it to yourself.
