The new way however, if you don't submit the perms during a certain time frame, you simply just can't play it this week at all, and that form won't even be applicable for the following week. It sounds like you only really have 1 day of the week to submit the form, and you have to submit it during JST. It's very inflexible compares to the old way.
Being told you can't play it this week is honestly enough to whittle away interest over time.
