Sometimes I just like hearing their voice, or they sing a lot which doesn't require me to understand them as much. Or, like Luna with her piano streams, they do other stuff that could be more universal. It helps a lot if they play a game that I know, such as Flare with DKC2, so you can at least tell when they are laughing or frustrated. Plus, there's usually someone in Chat that is translating so that I can follow along. Koyori and I think Fubuki are using those auto translators on their streams, although I don't know how accurate it is yet, so there are JPs that want to include EN viewers. One more thing, but sometimes a JP speaks in English, that's always a treat. It really depends on who you watch though, as the ones that talk a lot would be harder to follow compared to ones who sing or play.

my oshi is korone, I love her because you don't need to understand japanese to enjoy her streams. She's super expressive/emotive, makes a lot of cute/funny noises, and really tries her best to make her english viewers happy when she can. Over time you pick up enough vocab here and there through clip subtitles to piece together the meaning of sentences even if you don't study any jp (if they talk slow enough, which korone does)

but i agree it's difficult to like a vtuber that doesn't have these qualities, for ex watching a noel zatsu stream would do nothing for me

Watching a JP vtuber do a zatsudan is genuinely the worst experience because you can understand nothing and you just have to pray they'll do what Subaru does and gives a bit of english so there can be some context to the noises and expressions they make. It's why it's suffering having Marine as an Oshi sometimes because her best content are her zatsudans, but not only is it all in Japanese, it's machine gun Japanese that will take years to get a proper grasp of.
However, it's easy to watch a vtuber that only speaks Japanese if they're playing a game. I didn't understand a word Tomoe Shirayuki says but I watched her entire Detroit playthrough (even her new game plus run) and it's one of my favourite streams.
