Obviously the outfit comes to mind, a shitty first impression is so so so damning to all further interest.
But the issue with her is IMO even deeper in that the ship absolutely killed any real interest she might've garnered. Every holo has a short descriptor in the minds fans that is the most simplistic yet more prominently alluded to part of who they are. And for Flare, that's "Noel's Girlfriend". It used to be something like "Playboy", kinda similar to how it used to be that way for Okayu and a few other holos too.
The issue is that because Flare has very little other dominant traits, her "Noel's Girlfriend" trait is simply the most catching one.
And the truth is, nobody normal wants to watch "the streamer's girlfriend"
Hell, even Noel has suffered in SC because of it. However her subs at least remain high, but Noel is as high as she is now because she was the big star at the start of sankisei, and because she produces high tier coomerbait on top of capitalizing on rage moments and stuff like Dark Souls and the 3D Horror last year
