Aqua is literally one of the most popular holomembers. Her average numbers are actually closer to 20k during her solo Apex arc. Her return karaoke had 55k viewers so I wouldn't say most of the people who tuned into her 3D concert were tourists, Aqua is actually popular unlike 2k watcher Nijis who get 100k during 3D debuts.

If you watched the concert then you would remember that after Holoband, youtube crapped out. Everyone was confused about wtf was going on when the stream was a loading screen for 10 minutes and many checked out. When the stream returned, the momentum was lost. It wasn't because people lost interest per say, it was Susan fucking Hololive again. 68k is an underperformance for Suisei because she got 96k for her 3rd 3D live in Oct 2020. However, keep in mind that this was before the Dec 2020 change in how youtube counts viewers, so idk if she actually reclined. Personally the 4th live was better than the 3rd so it's a bit of shame.
