Maybe the pandemic era vtubing algorithm that hololive has enjoyed is starting to show a ceiling and cover's trying to throw shit at the wall to see if something can attract a new audience through different SEO terms and content output methods. Small note that cover also didn't specify whether DEV_IS would be a JP-only branch either.
It doesn't necessarily mean DEV_IS content has to be different from typical hololive stuff, but it probably means youtube is doing something behind the scenes that could be suppressing discoverability and growth for vtubers in unexpected ways.
