Cover (Yagoo and whoever the fuck he surrounds himself with) are not smart. They got lucky. For the longest time, Nijisanji was bigger than them in Japan. Hololive got super popular due to clips being translated for EN viewers and clips that spread throughout their JP audience as well, they steadily grew to where they are now because of people discovering them very quickly all at the same time. Their success has very little to do with the people Cover employs in terms of management and behind-the-scenes, it's because of the streamers.
So whoever the fuck was in charge of the ReGLOSS girls decided there should be an entire new branch dedicated to them instead of having them be a normal JP gen. Why? because shut up, they need to have these faceless management people do SOME kind of work to justify their paychecks, I guess? There is objectively no reason for DEV_IS to exist, none at all. The theory that these girls were brought it to be holostar playthings doesn't seem to be true either since they're all doing the same shit other JP holos do, nothing different at all. This was all one big waste of time for everyone involved. Whenever you wonder what the fuck Cover is doing when they do some stupid shit, always remember they thought HLZNTL was a good idea despite that project also making no sense at all since sponsored streams are a thing.
