Suisei IS the last person to claim she is fully developed - she's vocally agile, but has issues with precision in her agility. She's gone a good deep tone, but it can still go deeper. She's got a good range, but her high notes are very, very dodgy, which feeds to issues when she sings in overly ambitious keys (her recent Karaoke cover of Error is a prime example of this) and also affects her Falsetto work. Even the control over her power can be shaky - this can be seen with how she approaches RAS songs versus how the original singer Raychell executes it.

Suisei is all about getting better - her Karaokes in 2019 are nothing like that through 2020, and most certainly the singer she was as of Next Color Planet is not the same singer that worked with TakaInu.
She kind of shows she understands her issues - her high notes are very imprecise (and not sung comfortably), she needs to work on her octave transitions, she needs to try not to be only a one trick pony in terms of texture with Huskiness (hence all the experiments into hardening/softening her texture). Her Karaokes basically are her doing her reps, in so far the health of her voice could sustain her doing those reps.
Suisei is going to be judged harsher than most of Hololive or indeed, most Vsingers for that matter, because her ambitions are that much harsher to achieve. It's the Ringo Sheenas and Nana Mizukis of this world she wants to reach, ergo, she is judged on a harsher meter, and ergo she herself judges herself on that harsh meter in a way that EOPs don't even grasp, because the clippers rarely touch on this.
She doesn't say Takai at high note phases for fun, venturing out of her Mezzo range legitimately has always been challenging for her. It's a journey of years she's set for herself here, which we happen to see on a near weekly basis.
She's literallly does her reps, the real challenge is getting her actually good vocal coaching to make those reps count for more, but I pin this more on Cover, rather than Suisei here. It's been one of the pain points since INNK, where she should have received that vocal coaching at least instead of being allowed to flounder.
