Anime/manga art styles tend to be extremely ambiguous and minimalistic. If you're just shown a character design without any additional information, what you might think of just as your usual stylized Japanese character could might as well be Norwegian or American. Likewise, a character could be a child or just a short adult.
In the real world however there's infinitely more information that you can read from people's bodies and their faces. Excluding rare outliers, there's very little ambiguity. When you see a real child, all the childlike features and details smack you in the face and just the thought of sexualizing that child can make even a massive lolicon want to vomit.
