It's likely one of those themed popup cafés you see often for a month or so themed after a show. The store manager won't even be associated with Cover or Hololive likely. Some shows with dedicated fanbases may get a more long term thing. I think garupan has a café in Oarai somewhere themed after the show. I remember a few years ago a friend of mine made the trip to Oarai in the fall, saying how it was worth it, long after the show had aired.
The food generally speaking is nothing to write home about. Don't get me wrong, it's usually a decent meal and tasty enough, and most of the time the plates are nice to look at, but it's usually just fast food. Treat it like a themed maid cafe. For example:

It's probably cheaper at a curry place, but you're not really going for the curry, you're going for the Miko theme. Most of the times food in Japan looks as advertised, so what you see is what you get, especially in these types of shops.
They'll sell fairly cheap (relatively speaking) commemorative goods at stores like this, like cups, t-shirts, posters etc, tied to the promotional event to draw the collector crowd.
In the unlikely event you're in Japan, expect the first days of the cafe to be extremely busy with collectors and dedicated fans, so typically you'll be queuing for a while even outside regular lunch hours. They usually have a decent supply of the goods, but depending on how popular they are they may run out.
If I were still in Japan, I'd probably go for the curry with one of the drinks and snag one of those cups. You'd walk away with less then 5000 yen spent (~50 bucks), a full stomach and something fun you'd use every day.
