A possible lore is that Nerissa might have been more villainous in the past. What if Nerissa preformed for Atlantis in the royal court and put them under a spell with her voice in order to rob them. Atlantis might of kept this balance with the dangers of the deep, always keeping their guard up and ready. And with everyone under Nerissa's spell Atlantis became defenseless--especially to larger beings like Krakens. Young Gura might have been able to resist Nerissa singing somehow and seeing her whole kingdom helpless, in a fit of desperation, was able to surprise Nerissa and break her horn, ending the spell. But by that time it was too late. The city was being overrun by the deep, Nerissa fled and young Gura was rushed out by the guards as top priority.
Atlantis still fell to outside forces but was weaken by an unforeseen factor, the timeline when Nerissa's horn was broken is explained, and Gura having a motive to become the type of idol she later becomes, using her voice has some bases.
