Astel's flirting was supposed to be so absurd and out there no one should take him seriously (it's literally what he says to Matsuri). Niu wasn't a tsukkomi, she flirted back, she squealed and giggled, and Astel just flirted back harder. There was no comedy or banter to their routine, it was just weird and even awkward to watch at times when Niu couldn't match his pace. At the very least Astel is an entertainer through and through, so he noticed when people weren't seeing their dynamic as for entertainment anymore and nipped it in the bud.
