In fact, part of the reason Suisei weaves her way amongst the rest is exactly because she eschews the senpai stuff thanks to her vague status within it. Matsuri in particular is one of the girls who wants to be an idol the most and also appears to be friends with Suisei IRL, so it's less about any kind of inspiration or leadership, but about two people united by common passion. Suisei might appear more extroverted than Sora, but I think that's more due to her indie background where networking was the only way to survive than any actual disposition. Honestly, Fubuki, Matsuri, Miko, Marine and even Kanata or Coco might be more of a locker room leader than Suisei, although ultimately that's something we will never really know and Hololive is too big, diverse and dispersed to really have one such person I think.
People like to meme about Yagoo's dream on Reddit, but most of the girls are idolfags on some level and evidently happy about the opportunity to actually be one. And Sora is quite clearly their leader in that, even if she isn't necessarily the example they follow. Which might be why you think that, since Suisei is probably one of the best Holos in balancing the idol and streamer side of things, so what the other girls want to become like might look more like Suisei than Sora. While it might then make sense for them to take a look at how Suisei does it, they'd nevertheless do that due to their own aims and desires and not because Suisei is any kind of example in particular for them, and the reason they don't follow Sora is because they aren't really going for the same shtick.
