A) not skilled in cutting/clipping the art for it to rigged properly, which makes it harder for the rigger and they are left with cutting corners to make it look decent (example being IRyS 1.0)
B) have an art style that does not look right when rigged, because the painting style isn't suited to look good while moving (example Roberu)
They need to hire artists that knows what they are doing and have done vtuber models before, not newbies who have no idea who vtuber models work. For example, Shiori's model looks perfect, and that's because her model artist has done model work before and knows what they are doing, and the rigger is experienced as well.
