It does have a lot of good things going for it

I'd say the only ones close to competing with it are nousagis, but their designs are not really that unique in comparison, could come off as some generic sanrio mascot or even mistaken as a digimon to those outside the fandom.

The key elements for a good mascot design are simplicity, clear shapes and strong association with the streamer/property in question and being used as a chat insert.

Bloop is a great example of a terrible mascot design.
Overcomplicated, unclear shapes (the hat mainly) and Guras general disdain for him along with her making it clear Bloop is his own individual/entity means that nobody really cares about him and chat doesn't use him as their representation

The worst one is Coom and Goon or whatever IRyS' are called. Fucking Sana, man. She really was just awful. It's even worse because for those that watched IRyS back then would know that Ina was supposed to make her mascot but couldn't be bothered. So she passed the buck and we got that garbage we see today. Fuckin' black and white balls that have nothing to do with IRyS or nephilims. Just a random fucking doodle from a failed streamer. IRyS deserved better.

The implication that Nemu has a human form makes her one of the greatest mascots. Not only does that mean many things, but it also means Fauna has a kirin form. If you don't think that's the cutest shit then get out of my face. Also the thought that Fauna keeps a human in a choke hold all stream is cursed and hilarious. It also fits her lore of turning humans into trees.

I don't hate Nemu or anything. But as a mascot, she's pretty bad. She doesn't have a unique silhouette and there's too much going on in her design. At least Fauna has the Saplings.
I don't really get why her concept or lore matters when discussing the best mascots.

Nah bloops design is a bit too complex in my view
There's a reason he's mainly been supplanted by the shrimp. The shrimp is massively superior.
Simple shapes, limited detail, liked by the streamer, frequently referenced and used as a standin for chat.

Fan reps and mascots weren't that popular until the Tako arrived. Ina's merch selling out within days is also testament to the design of the Tako, which is also popular among all the JPs like Suisei, who carries a Tako plush around periodically.
