It depends on how they do their react content. The laziest ones that just leave the video playing while doing something else could get taken down but still don't because nobody wants to deal with the autistic fans of some Twitch streamer. Plenty of people would choose to take down a vtuber in the same situation though.

But it does matter. If a 'react' stream segment is about on par with something like the spergy debate video responses of old then it constitutes as fair use. That's still only for the US and the few other places that have that though.
This is all something a fucking vtuber shouldn't be doing though.

The only ones that would qualify as fair use are the ones that show only carefully selected bits of the video and offer some kind of transformative commentary. A stream has no chance of qualifying. If gura or whoever got permission in advance that'd be a different story.

React content isn't fair use. 99% of the value of react content comes from the videos you're reacting to, the streamer adds almost nothing of value. That's why inbred mongoloids like XQC and Hassan can have massive audiences, despite being brain dead and talentless.
