the people who greenlit the creation of dev_is were the upper management of hololive production
the architect is unknown to us, but the most likely candidate is the middle manager who was chosen to lead the new branch
my preferred rrat is that omegaalpha himself is the manager of dev_is, because how could a corporation the size of cover possibly have more than one overpromoted incompetent nepo hire in management
