Highlights and clips are for entertainment and potential fans. It's presumably why Ame posted an ad for on YouTube for a highlights editor, as highlights/clip channels are the primary driving force behind vtuber growth. Both streams and clips serve different purposes, but they're both invaluable to any chuba. Marketing and branding is also important, but having both long and short form content is the core prerequisite for success.
Fan works are unironically fantastic as they do it for free and effectively get paid on commission. This is what keeps old media up at night, the notion that flagrant copyright infringement can itself be a tool for exponentially increasing profits.
