Over time controllers got better so around 2009 with the advent of SF4 there were a lot of people who started playing with pad.
In recent times some pros have started switching to hit boxes or even keyboard for fighting games since when you get good with them you literally never miss an input due to the binary nature of switches verus gates (which are what traditional fight sticks and pads use)
TLDR the best controller to use is the one your best with, but older players like me will typically prefer fight sticks, 09ers will prefer pad, and neo zoomers will be more open to hitboxes or other control methods.
