I'll play devil's advocate: I don't think there is anything that's really ,really special about Hololive screening/scouting. Personally I think it took them until Advent for them to find a vtuber I consider great in all regards (Biboo) and even with mediocre or outright bad talents like debut Mori, the longer they are on board usually the harder they want to work, the more motivated they become and thus because they understand they're given a one in a million chance they behave and don't do stupid shit like Riro.

I think Hololive in general hit gold with the 3rd gen as Marine and Pekora are institutions in hololive.
It took me a while to realize how I really like all of gen 4, even Kanata who I was indifferent towards, I often find hilarious.
5th gen is also awesome.
HoloX took me some time to warm up to, but they are great.
ID H3ro is a fantastic gen and Kaela is one of the best vtubers out there branch be damned.

I'm not a deadbeat and while I can see how debut Mori needed growth in some directions (such as streaming and the more technical side) I wouldn't consider her mediocre or bad by any stretch of the word.
