15 years ago you could call people gay, make all sorts of gay jokes, joke about prison rape as much as you want, but you still couldn't just call people faggots in polite company. It wasn't even socially acceptable to call people faggots in the 90s despite the fact that being gay in some small towns could get you murdered.
