The others in ShilloX I can get yeah, especially Iroha who has become really popular with time, but Laplus? Nah. She's not that well liked anymore and she is, for all intents and purposes, the runt of her gen in every way outside of subs. It basically amounts to sunk cost for Cover. They've spent so much time, effort, money and resources into pushing Laplus as the new face of Hololive, or at least the new face of JP, that they can't stop now or it'll have been a complete waste of time.

HoloX was promoted far more heavily than any previous Hololive gen with an expensive idol style marketing campaign. Laplus is a zoomer that doesn't care for idols which has created a good amount of friction with management. Cover probably does realize that some other HoloX member should have been the leader of the group but they have already established the character roles.
