Sorry, I don't believe the company is that generous to pump money they could have used for hiring more managers into a single one. No one in their right mind believes she's going to make some ungodly sums from her music that eclipse stuff from Mori or Gura, even if she pumps out five times the tracks somehow.
Her contract most likely "reserves" a part of her cut for music and MVs so it fits Cover's old safe style of paying peanuts for the base allowance. If she doesn't produce enough music and streams instead, Cover just absorbs the money.
