Vtubing does NOT work that way, because the appeal is in catching a stream live. Because of time zones, you HAVE to focus on Europe to incline there. You can’t make it popular in America and hope Europeans will be interested in it.
Cover’s operations in NA and JP are too big for them to divert resources to EU. They can do it for ID because Indonesia is cheap and JP corpos feel even more comfortable working in Indonesia than they do in America.
Only a corpo small enough like Phase Connect, which doesn’t have a VR project and a physical 3D recording studio to suck money from its budget, can take a chance with Europe.

The European market means too little to JP corpos like Hololive for them to ever focus on it. But it’s large enough to still mean a lot to small corpos. It might actually be an underserved market that small corpos need to look into more
